The February Bipartisan Budget Act delivered a big defense increase toward $700B, the National Defense Strategy pivoted to great-power competition, and the Space Force push opened a new spending domain.

At a National Space Council meeting, President Trump ordered the Defense Department to 'immediately begin the process' of creating a Space Force as the sixth armed-services branch, declaring space a war-fighting domain. Standing up a new service required congressional action but signaled a new defense procurement domain for satellites, launch and space systems. It set the stage for the service's formal creation in December 2019.
President Trump signed the fiscal 2019 NDAA, named for Sen. John McCain, authorizing $716 billion in defense spending. It funded the largest servicemember pay raise in nine years at 2.6%, higher troop levels, and new equipment and weapons procurement. The bill extended the Trump-era defense buildup and expanded contractor order books.
